One year into its ambitious green code program, the county plans to introduce more flexibility and clarity into its requirementsAttempts to mandate green behavior and bolster green enterprise are bound to yield unintended consequences every now and then.GBA has noted a couple of examples: Recycling paper in a down economy ends up diminishing the market for recycled paper; and a program to remove derelict row houses in Philadelphia ends up diminishing the energy efficiency of the row houses left standing.Freshly added to the list are the side effects of the BuildSmart code launched in May 2008 in Colorado’s Boulder County, where residents have been giving local officials plenty of critical feedback and, out on the job sites, installing bigger solar power installations, not more energy efficient exterior shells, for their construction and renovation projects over the past year.“We are not necessarily getting better building envelopes from the BuildSmart regs, just bigger photovoltaic systems,” said a recent report to the county commissioners from the building department, whose comment was cited in a story published last week by the Daily Camera.The paper noted some common complaints about the code – which is one of the strictest (and, perhaps, most complex) performance-based codes in the country – and covered the response by the Boulder County Commissioners, who after a public hearing on Tuesday instructed county staffers to return in three weeks with a revised scale for rating energy-efficiency requirements in new homes and a better system for regulating remodels.Sorting through positives and negativesThe county’s current BuildSmart code, whose performance requirements are based on HERS ratings, is too expensive and strict for remodels, some residents told county officials. Residents also complained that the complexity of HERS ratings left them at a disadvantage when trying to determine early on in their projects which construction approaches might be the most cost effective.The commissioners did immediately relax one major code provision: previously, new houses of 5,000 sq. ft. or more had to conform to near-zero energy standards, but the commission stretched the new near-zero threshold to new homes of 7,000 sq. ft. or more. The county also will look at ways to make it easier for residents to renovate existing homes, the Daily Camera noted.Many of the residents who bulked up on solar power may have seen PV panels as the simplest, if not the cheapest, way to meet overall ratings requirements. Many older houses in Boulder County have a HERS rating of at least 180 – 80 points above the maximum rating allowed for a home built to code.County officials, however, are not particularly surprised that the code needs reworking after a year on the books. A review was part of the plan from the beginning, and the commission is interested in doing what it can to encourage green construction in general, and remodelers in particular.“The truth is that we really do want people to do renovations instead of scraping and starting over from scratch,” said Commissioner Ben Pearlman.
Panaji: The Centre for Responsible Tourism (CRT) unveiled a study on women workforce in Goa’s tourism sector on Friday, which questioned the myth that tourism provides employment opportunities to women.The study was unveiled at a consultative session held by the Goa Church affiliated organisation. Father Savio Fernandes of CRT said, “The sense of the meeting was that the women are generally being commoditised as products in tourism.” He demanded that gender diversity must be part of a new tourism policy of the State and also questioned the present model of tourism development. The study revealed that in Goa, “Women pay a much bigger price, in terms of things like gambling, liquor and prostitution, instead of benefiting from the tourism.” I also rejected the perception that tourism opens doors of opportunities for women. “[Women] are exploited as cheap labour, or as objects of pleasure.”Several NGOs and women’s collectives participated in the consultative, where participants, led by lawyer and social activist Caroline Colaco, said the State has acquired a dubious name for being a centre for sex, drugs, cheap booze, and gambling.Father Ferddy Braganza, general secretary of CRT said, “Tourism policy of the State must be made inclusive, and the policies related to women in tourism must be mainstreamed.”
The police claimed to have killed two alleged members of the outlawed Communist Party of India (Maoist) in an encounter in Sukma district of south Chhattisgarh during the intervening night of Thursday and Friday. The encounter took place in Tokanpalli forest under Chintagufa police station limits of Sukma district when a joint team of the Sukma DRG (District Reserve Guard) and Chhattisgarh STF (Special Task Force) was carrying out an anti-Maoist operation. The deceased Maoists were identified as Sanni alias Kunjam Lakkhe and Nanda Gurdum. Sanni was working as the Local Operating Squad member of the CPI (Maoist) in Nagaram area and Nanda was working as the Maoists’ militia member. The joint police team also recovered two weapons from the spot of the encounter apart from other Maoist material. In a separate development, two police constables, posted under Polamapalli police station of Sukma, were suspended for allegedly beating up local villagers on Thursday. The suspension of the constables came after the villagers accused a police team of harassment in Gorgunda area of Sukma.

Oklahoma State’s football season starts in less than a week and we still don’t know who will take the first snap, but Mike Gundy does.For months we’ve tried to grasp at and glean anything we could from what coaches and players had to say about the two quarterbacks in question, but the answers we’ve gotten have mostly been filtered coach speak. We’ve heard stuff like “both guys are really getting after it” or “I’d be fine catching passes from either one.”Even the quarterbacks themselves — that one time they were allowed to speak with the media — toed the company line. Sanders said, “Whether I’m out there or Dru (Brown) is out there, I just want to see this team be great.”Gundy runs a tight ship.But all will soon be revealed, even if it’s not set in stone.“We’ve got a good plan in place,” Gundy said on Friday. “I’m not trying to hide anything, but I’m not gonna talk about it now. I’m just gonna be up front.“We have a plan in place now that I think that Sean [Gleeson] and I are really comfortable with, but that’s not something I want to talk about now.”The ink may be dry on Chapter 1, but it sounds like Gundy is going to let this story write itself. He recently said that once either Sanders or Brown had won the job, he would publicly name the starter. So that “plan” appears to be to let the two decide things on the field.The situation conjures up memories of the tight race between Clint Chelf and J.W. Walsh who each took turns with Wes Lunt in 2012 and then entered fall camp in 2013 neck-and-neck.“The last time that we were in this situation was with Chelf and J-Dub, that we were in this situation,” said Gundy. “I think both of these guys are further ahead than where those guys were at that time. Now they ended up playing really well but both these guys are pretty comfortable with where they’re at.”That’s pretty high praise Sanders and Brown considering the former hasn’t actually seen the field in college.Chelf came into his senior season with 18 games under his belt and having thrown for over 2,000 yards in three season, and Walsh played in 10 games, threw for over 1,500 yards and scored 20 total TDs as a freshman the year before. The two co-captained OSU to a 10 win season in 2013, so they also leave a couple pairs of pretty big shoes to fill.Any QB battle that goes this far into camp puts you in the unenviable situation of having to split up repetitions instead of giving the lion’s share to your settled starter.“You’ll never get enough reps for the starter when two guys are sharing time,” said Gundy. “That’s the issue you have. There’s no secret there. You can’t just put more plays in because the five offense linemen only have so many reps in their bodies.“So what we do is we just run the same plays with the 1s and the 2s, and then if they run this list of plays and the next guy runs this list of plays and so it becomes the same. It’s just not with the first offensive line and the group of receivers.”More than anything, Gundy appears pleased with the way the two have handled what could otherwise be a contentious battle.“There’s no question both of them want to be the starter, and I’m guessing that they would both like to be the full-time starter,” Gundy said. “So, there’s always going to be some edge in the competition there, but it hasn’t become a distraction. And I actually think it has become positive in their learning experience.“Other than that, I haven’t been around them enough to know.
