Trump Fires Mark Esper, His Defense Secretary

first_imgWASHINGTON — Defense Secretary Mark T. Esper was fired by President Trump on Monday, the latest casualty in the president’s revolving door of top national security officials who fell on the wrong side of their boss.Mr. Trump announced the decision on Twitter, saying in an abrupt post that Mr. Esper had been “terminated.”- Advertisement – Mr. Trump wrote on Twitter that he was appointing Christopher C. Miller, described by the president as the “highly respected” director of the National Counterterrorism Center, to be acting defense secretary. He will be the fourth man to lead the Pentagon under Mr. Trump, who made a point of noting that Mr. Miller has been approved by the Senate already.Mr. Miller is a former Army Green Beret who previously served as the top counterterrorism policy official in the Trump White House’s National Security Council. Mr. Trump’s has referred to Mr. Esper as “Mr. Yesper.” But the insult is ironic by itself, since it was the defense secretary’s public break with the president during a news conference in June in which he spoke against use of active-duty American troops to quell civil unrest that infuriated Mr. Trump to begin with. Those comments came after he had accompanied Mr. Trump on his walk across Lafayette Square outside the White House, where protesters had just been tear-gassed, prompting condemnation from former military and civilian Defense Department officials.By midsummer, Mr. Esper was walking a fine line to push back on other contentious positions involving the military that Mr. Trump had taken. The Pentagon, without once mentioning the word “Confederate,” announced in July that it would essentially ban displays of the Confederate flag on military installations around the world. In a carefully worded memo that Defense Department officials said was written to avoid igniting another defense of the flag from Mr. Trump, Mr. Esper issued guidance that listed the types of flags that could be displayed on military installations — in barracks, on cars and on signs. The guidance did not specifically say that Confederate flags were banned, but they do not fit in any of the approved categories — and any such flags are prohibited. After the fateful events of June, Mr. Esper sought to fly under the radar, avoiding the media and keeping a low profile to prevent being pulled into election politics.Mr. Esper traveled often beginning in early summer, including overseas trips to North Africa, the Middle East and India. Mr. Shanahan had been standing in for Jim Mattis, who resigned as defense secretary in 2018, citing his own differences with the president.Mr. Esper had taken pains to hew to the Trump line during his tenure. But concern over invoking the Insurrection Act to send active-duty troops to battle protesters across the country is deep in the Pentagon. Under heavy public criticism, Mr. Esper ultimately broke with the president. – Advertisement –center_img Mr. Esper’s downfall had been expected for months, after he took the rare step in June of disagreeing publicly with Mr. Trump and saying that active-duty military troops should not be sent to control the wave of protests in American cities. The president, who had threatened to use the Insurrection Act to do exactly that, was furious, officials said.- Advertisement – Mr. Esper’s spokesman tried at the time to walk back the damage, telling The New York Times that Mr. Trump did not want to use the Insurrection Act, either, or else he would have invoked it already. “We fail to see the disconnect,” said Jonathan Hoffman, a spokesman for Mr. Esper.White House officials disagreed.Mr. Esper, 56, a former secretary of the Army and a former Raytheon executive, became defense secretary last July after Mr. Trump withdrew the nomination of Patrick M. Shanahan, the acting defense secretary, amid an F.B.I. inquiry into allegations from Mr. Shanahan’s former wife that he punched her in the stomach. Mr. Shanahan denied the accusations.- Advertisement – But the secretary deliberately limited his public comments while on the road. And when he did speak in public, when either abroad or in Washington, it was often in prerecorded remarks, on safe subjects (bashing China and Russia on the Africa trip) or in friendly venues (a question-and-answer session on military readiness at the Heritage Foundation, where Mr. Esper served as chief of staff earlier in his career).Yet, on the single biggest issue of 2020 — the coronavirus pandemic — history may show that Mr. Esper has, by far, outperformed his boss, who largely refused to wear a mask and contracted the coronavirus during an outbreak at the White House. Mr. Esper, by contrast, has strictly adhered to guidelines from the Centers for Disease Control and Prevention on wearing a mask when unable to keep a recommended social distance. At a Pentagon virtual town-hall-style meeting, Mr. Esper responded to a sailor on the aircraft carrier Gerald R. Ford, who complained the required social distancing onboard the ship was hurting morale.“It is tedious — I understand that,” Mr. Esper said. “But I think it’s showing, in terms of the Navy’s results in terms of infection rates, that they’re doing a very good job.”last_img read more

Easysland and Tiger Roll face off again at Cheltenham | Racing News

first_imgHowever, he had no answer to emerging star Easysland in March when they raced off level weights – and on this occasion the French raider carries 4lb less.Robbie Power has come in for the ride on Tiger Roll – with Keith Donoghue, who would have been on board, staying in Ireland rather than sitting out 14 days in isolation on his return.“It’s great to get the call-up for him, but it’s very unfortunate for Keith Donoghue that the restrictions in place over in Ireland meant he would have had to isolate for 14 days if he came,” said Gold Cup-winning rider Power, now based in Britain.- Advertisement – All eyes at Cheltenham on Friday will be on the eagerly-awaited rematch between Easysland and Tiger Roll in the Glenfarclas Cross Country Handicap Chase.Gordon Elliott’s dual Grand National hero Tiger Roll was denied the chance of joining Red Rum as a three-time winner of the Aintree spectacular by the coronavirus pandemic, but has an equally excellent record over the cross-country course at Prestbury Park.- Advertisement – “Keith’s having a really good run at the moment, so he couldn’t justify losing 14 days. It’s a great spare for me to pick up, though, and I’m really looking forward to it.“His main objective will be Cheltenham in March and Aintree in April, but this is a path he’s taken before – so if it’s not broke, don’t fix it. He’ll probably have another run over hurdles somewhere after this before the Festival.“Obviously he faces a very tough task having to give 4lb to Easysland, who beat him at level weights back in March, but I know Gordon is very happy with him.- Advertisement – “I’ll be having a good chat with Keith and I’ll be doing whatever he tells me to.”Tiger Roll does at least have the advantage of having a recent run on the Flat, while Easysland has not been out since his victory at the big meeting in the spring. He is trained by former champion jockey David Cottin for owner JP McManus, and the Grand National is his ultimate aim this season.“After Cheltenham he went and had a break in Ireland – and when we got him back from Ireland, David was thrilled with him, because he felt he had really filled out,” said Cottin’s partner and assistant, Amanda Zetterholm.“He hadn’t grown, because he’s never going to be a big horse, but he’s really strengthened up.“He’s working to a good level, but this is not going to be his main objective, obviously – so we’re looking to build towards the Cheltenham Festival in March and then hopefully the Grand National.“We don’t know yet if he’s going to go for the Grand Cross at Pau, there’s no decision yet – it depends how it will fit in as preparation for the Grand National.“It obviously is up to the owner what they want to do this year, but so far the plan is the Cross Country at Cheltenham and the National.”Also involved is Christian Williams’ Potters Corner, last season’s Welsh National winner who also has the distinction of winning the Virtual Grand National – which was held in absence of the real thing in April.Williams said: “Potters Corner is in great form.“He schooled well over the cross-country fences at the track a couple of weeks ago.“We are targeting the race as we are just trying to give him a different avenue. He’ll be 11 come January, and there are only a certain amount of Nationals you can run in before they take their toll.“Introducing the cross-country route with him this season will hopefully give us a bit more longevity. This could help get another season or two out of him, and I am optimistic he will enjoy it.“Instead of having to constantly run in Nationals, the cross-country route might mean he can also go to places like France and run in races like that.“He is being thrown straight into the lions’ den, with both Easysland and Tiger Roll in opposition, but everything we have asked of him he has duly obliged.“The Aintree Grand National remains the main aim, and we are looking forward to getting his season started.” – Advertisement –last_img read more

DOD advisors outline biodefense priorities for next president

first_img Better and stronger international efforts are needed to stem the proliferation of biological and nuclear materials and “loose expertise,” the board said. Private companies, though they have the best expertise for restoring services after a crisis, haven’t been recruited by the federal government to be disaster-relief partners, the board said. The government has denied corporations and industry groups useful intelligence for guarding against infrastructure attacks. “Keeping private infrastructure operators at arm’s length from governmental planning, intelligence, and response is not in the national interest,” the report says. Roles for responding to WMD attacks are clear for some areas that civil groups and the DOD are responsible for, the board said, but there is a “gray area” that is critical for the support of DOD missions: civil infrastructure such as transportation systems, commercial communications, the power grid, and defense industries. Response exercises have been conducted too seldom and have lacked the right participants and size, the board said. Mechanisms are not in place for improving response plans based on exercise results, and some of the plans make the mistake of “double counting”—assuming, for example, that the same National Guard units can be used for domestic response and foreign combat. A culture of preparedness at each level of society is the key to “hardening” the United States against attacks, the board wrote. “Family preparedness is the fastest, least costly, most dispersed form of coping with a disaster,” the group said, suggesting that military and first-responder families are the best candidates for starting to cultivate a culture of preparedness, because they move within society and can promote the readiness concept to others. The nation remains underprepared to respond to a WMD attack, the group warned. “We lack capabilities to recover even from a low-yield nuclear event in a metropolitan area or a large-scale epidemic like plague.” One important gap is a lack of surge capacity for medical resources, such as respirators and nurses, needed to respond to an attack. Defense Science Board report to new administration However, it also acknowledges the difficulty businesses face in bearing the costs of preparedness. Incentives, liability limits, immunity, and waivers could be enacted to make first-response roles practical for private companies, the board said. In the 72-page report, the Defense Science Board said its list of concerns and recommendations was gleaned from a June task force. The report was dated August 2008 but was released on Nov 4, according to a Nov 5 report from Government Executive. Seeking a culture of preparednessThe United States is not prepared to respond to a homeland attack, the board wrote. “The response to Hurricane Katrina illustrated this point. Imagine a disaster on an even broader scale, or a series of deliberate attacks of a similar scale.”center_img “Our recommendation argues for realistic and repeated planning and replanning, repeated exercising and improvement, and a radical increase in our medical surge capabilities,” the report says. The board also emphasized the need for high-payoff medical, decontamination, and early-detection countermeasures. Thwarting biological, radiologic attacksBioterrorism is a rising concern, because biotechnology advances have made it easier to prepare infectious agents within the United States, according to the report. Reducing the nation’s vulnerability to such attacks requires preventing enemies from acquiring the materials, improving the ability to identify perpetrators, and devising effective retaliation options. Factors that make the nation less resilient in an attack are the “just-in-time” delivery of crucial items such as water, food, power, and fuel, the report says. The authors also asserted that the mobility of American society has led to a breakdown of family and community networks that once provided leadership and support. See also: Developing ways to mitigate the effects of an attack and recover afterward are two tactics that could hamper the plans of would-be attackers, the report says. “All of these elements require exquisite intelligence.” Nov 7, 2008 (CIDRAP News) – An independent board that advises the US Department of Defense on science and technology issues issued a report on Election Day highlighting a range of priorities for the incoming Obama administration, including measures to prevent and respond to a bioterrorist attack. The group emphasized that more than two generations have passed since the presidency has changed hands while American troops were engaged in combat. “The incoming leadership must be prepared to deal with the most pressing issues facing the Department of Defense today,” the board wrote. The issues “are daunting and may seem all-inclusive, but they are only a fraction of the defense challenges facing the new administration.” Terrorists could stage a weapon-of-mass-destruction (WMD) attack with materials or equipment purchased or stolen within the United States. The board wrote that one such vulnerability is a “dirty bomb” that could be made with the radioactive isotope Cesium-137, which is used at hospitals and clinics throughout the country.last_img read more

An investigation revealed that he had close contact with sick and dead poultry. Also today, the WHO confirmed three of Egypt’s previously reported H5N1 cases, involving a pair of 2-year-old boys from Beheira governorate who are hospitalized in stable condition and a 6-year-old boy from Qalyubiya governorate who is hospitalized in critical condition. All three boys had contact with sick or dead poultry, the WHO said. Close contacts of the two boys from Beheira have been identified, and none have shown symptoms of H5N1 infection. The three boys’ cases brought Egypt’s H5N1 count to 63 cases, of which 23 have been fatal. The four WHO confirmations push the world’s H5N1 total to 417 cases, of which 257 were fatal.[Apr 8 WHO statement on Vietnam’s latest case][Apr 8 WHO statement on Egypt’s latest cases]Tests show Kentucky chickens exposed to H7N9Agriculture officials confirmed that chickens at a commercial poultry farm in Kentucky were exposed to a low-pathogenic H7N9 avian influenza virus, according to an Apr 6 report from the World Organization for Animal Health (OIE). Routine testing revealed that the birds had been exposed to the virus, and they showed no increase in mortality or symptoms other than a modest decrease in egg production. Laboratory testing is continuing, but so far no virus has been isolated. As a precaution, authorities culled 20,000 birds in two barns at the farm in Grayson County, located in central Kentucky.[Apr 6 OIE report]Low rate of E coli O157:H7 found in California wildlifePreliminary results of a California study suggest that the prevalence of E coli O157:H7 in central California wildlife—seen as a potential source of crop contamination—is very low, according to a report today from in Nevada City, Calif. A team of university, state, and federal researchers found the pathogen in only 4 of 866 animals they tested, a rate of less than 0.5%. Tested animals included deer, wild pigs, birds, rabbits, tule elk, coyotes, rodents, and others; the pathogen was found in one wild pig, one coyote, and two tule elk. As noted in the report, E coli O157:H7 was found in 13 wild-pig samples during the investigation of the E coli outbreak tied to California-grown spinach in 2006. The leader of the study said the new findings indicate that the risk of produce contamination by wildlife is probably low.[ report]Former FDA official says imports pose top food safety challengeThe biggest challenge to US food safety is the global market for food, Margaret Glavin, the former head of the US Food and Drug Administration (FDA) enforcement division, told food industry representatives yesterday, according to a Government Executive report. She said the FDA lags far behind the US Department of Agriculture in its ability to set standards for and inspect foreign food firms. She also called for a modernization of the nation’s food safety laws, urged that lawmakers harmonize food safety strategies across government agencies, and said food safety agencies need more power to enforce prevention measures and record-keeping.[Apr 7 Government Executive story]FDA approves new malaria treatmentThe FDA today approved a new two-drug tablet for treating patients who have acute, uncomplicated malaria. Coartem, made by Novartis Pharmaceuticals, contains artemether and lumefantrine and has been found effective in parts of the world where resistance to chloroquine, a drug commonly used to prevent and treat malaria, has been reported. Coartem is approved for use in adults and children weighing at least 5 kg (about 11 pounds), but is not indicated for severe malaria or preventing the disease.[Apr 8 FDA press release]Aid group makes emergency polio appealIn response to outbreaks of wild poliovirus in 14 African countries, the International Federation of Red Cross and Red Crescent Societies (IFRC) today launched a $2.1 million emergency appeal. Fundraising will help reinforce immunization campaigns and help train and mobilize volunteers. Tammam Adoudat, the IFRC’s senior officer for health emergencies, said in a press release that polio is spreading, even to countries such as Uganda that have not had an outbreak in more than 10 years. He added that action is needed now to salvage progress made during the last 20 years of polio eradication efforts.[Apr 9 IFRC press release]last_img read more
